Dear Fashion Kitty, Help me find it

I was wondering if you know who makes the “blue sparkly dress” that Paris Hilton wore to her private dinner party at the Turning Leaf Lounge during the Sundance Film Festival in Utah. It is navy blue, with sequins embellishing the top of the dress leading to a ruffly tulle layered skirt. I have looked everywhere and I can’t seem to find it! Please help!

Also if you know where I could find the red sequin dress that Serena wears in the episode of Gossip Girl, “The Roman Holiday.”

It looks to me like the dress Paris is wearing is by Alice + Olivia . You can also get this one from French Connection for only $54. I also found it here in white by Bianca Nero.
